S 2293: Relates to prohibiting police officers from carrying or using a firearm during any phase of the officer's official duties unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the municipal police training council.
The proposed law aims to regulate the use of firearms by police officers in New York State. Police officers must complete a course of training that meets or exceeds the minimum standards established by the municipal police training council to carry or use a firearm during official duties. The training must cover the use of deadly physical force and firearms. Employers of police officers are required to provide this training with sufficient frequency to ensure no impact on on-duty employment due to lack of available training. A police officer cannot be transferred from their precinct due to an employer's failure to provide the required training. The failure to provide training will not impair a police officer's ability to carry a firearm while off-duty. The law will take effect on the first of January next succeeding the date it becomes a law.
