What S 2317 does, verified June 8, 2026

The bill aims to prevent elected officials from serving on certain agencies and industrial development authorities. Elected officials are prohibited from serving on these boards, with the exception of industrial development agencies with a board composed entirely of elected officials from the municipality that chartered the agency. The bill also establishes a new public benefit corporation for the city of Troy and creates a similar corporation for the city of Auburn. These corporations will have boards consisting of appointed members, including representatives from business, industry, labor, and local government. Members of these boards will not receive compensation but will be entitled to reimbursement for expenses incurred while serving on the board. The bill also sets a ten-year lifespan for the Auburn industrial development authority, after which its assets will pass to the city.
