What S 2331 does, verified January 8, 2026

The bill aims to decriminalize the possession of buprenorphine, a medication used to treat opioid addiction. It proposes to redefine two key terms in the penal law: "Controlled substance" now excludes buprenorphine and includes only substances listed in specific schedules of the public health law. "Narcotic preparation" now excludes buprenorphine and refers to substances listed in specific schedules of the public health law. The bill would take effect on the first of November next succeeding the date it becomes a law.
