STATE OF NEW YORK ________________________________________________________________________ 2363 2025-2026 Regular Sessions IN SENATE January 16, 2025 ___________ Introduced by Sen. SCARCELLA-SPANTON -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to exempting health care workers from congestion pricing The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 1704-a of the vehicle and traffic law is amended by 2 adding a new subdivision 5 to read as follows: 3 5. The Triborough bridge and tunnel authority shall implement a plan 4 for credits and/or exemptions for tolls paid on bridges and crossings 5 for all health care workers. For the purposes of this subdivision, 6 "health care worker" shall mean any person working as a physician, 7 physician's assistant, nurse practitioner, registered professional 8 nurse, licensed practical nurse, clinical nurse specialist, certified 9 nurse assistant, physiotherapist, chiropractor, medical assistant, 10 specialist assistant, pathologists' assistant, medical technician, 11 respiratory therapy technician, medical technologist, diagnostic medical 12 sonographer, emergency medical technician, paramedic, phlebotomist, 13 clinical support aid and any others recommended by the traffic mobility 14 review board. 15 § 2. This act shall take effect on the thirtieth day after it shall 16 have become a law. Effective immediately, the addition, amendment 17 and/or repeal of any rule or regulation necessary for the implementation 18 of this act on its effective date are authorized to be made and 19 completed on or before such effective date.
