What S 2383 does, verified January 9, 2026

The bill aims to classify xylazine as a controlled substance in New York. Xylazine is a synthetic opioid that has been linked to a rise in fentanyl-related overdoses. The bill would amend the public health law to add xylazine to Schedule I, which includes highly addictive substances. Additionally, the bill would revise the penal law to classify certain preparations, compounds, mixtures, or substances containing xylazine or other controlled substances as controlled substances. The revised classifications would include substances with an aggregate weight of two ounces or more, one-half ounce or more, or eight ounces or more. The bill would also define "adulterant depressant" as a controlled substance listed in Schedule I(e)(7). The bill would take effect immediately upon passage.
