New York · Senate · 2025–2026 Legislative Session · last verified August 11, 2026

What S 2521 does, verified August 11, 2026

The proposed law aims to amend the Alcoholic Beverage Control Law to allow for the issuance of seven-day licenses to sell liquor at retail for consumption off the premises. Currently, determinations regarding license approvals are made based on public convenience and advantage. However, the law proposes to change this to a requirement that the liquor authority must show good cause for disapproval. This change applies to both new license issuances and transfers of existing licenses to different premises. The proposed law takes effect immediately.
