S 2549: Requires the membership of the state board of parole, and parole hearing officers to be composed of a proportionate share of residents of each county to reflect the state's incarcerated individual population.
The bill aims to reform the composition of the state board of parole and parole hearing officers. The board and hearing officers will be reconstituted to reflect a more accurate representation of the state's population, with a focus on the counties where the incarcerated individuals are from. This is achieved by ensuring the proportion of board and hearing officers residing in each county is equivalent to the proportion of the incarcerated individual population in that county to the total state population. The changes will take effect sixty days after the bill becomes a law.
