The bill aims to amend the civil service law to expand the definition of public employer and public employee. A public employer is now defined as any public corporation, agency, instrumentality, or unit of government that exercises governmental power under state laws, including the unified court system, the legislature, and other public entities. A public employee is defined as any person holding a position by appointment or employment in the service of a public employer, except judges and members of the legislature.
