The bill proposes to amend the Vehicle and Traffic Law in New York State. The main point is that the commissioner has the authority to waive the payment of fees required for license plates if the number plates are changed due to a design change. This means that if the state updates the design of the license plates, the fees associated with the new design will be waived for those who apply for the new plates.
