What S 3053 does, verified May 30, 2026

The bill requires the installation of climb deterrent fencing on certain bridges in New York state. This fencing must be designed to prevent climbing and equipped with features such as welded wire mesh panels, tightly spaced wires, and spike collars. The New York State Bridge Authority must install this fencing on all bridges under its jurisdiction. The state will also amend existing laws to ensure that contracts for bridge construction are subject to the approval of the Commissioner of the Department of Transportation. The changes will take effect three years after the bill becomes a law, and the state will be able to make necessary rule changes to implement the new requirements immediately.
