What S 3060 does, verified January 8, 2026

The bill aims to regulate the construction of new pipelines in New York state. No new pipeline can be built into or through a village, town, or city unless authorized by a two-thirds vote of the local legislative body. This resolution must specify the route, construction method, and terms of the authorization. The local government can also require a bond from the corporation seeking to build the pipeline to ensure the relaying of removed pavements. If the pavement is not properly relaid, the city can sue the corporation for the cost of relaying the pavement.
