What S 31 does, verified July 2, 2025

The proposed law aims to exempt ambulances and fire vehicles from paying tolls on the New York State Thruway when engaged in an emergency operation. The law would allow the authority to issue emergency services permits for ambulances and fire vehicles to travel at no charge between interchanges and barriers during an emergency operation. The authority would also be authorized to issue refunds for tolls incurred by ambulances and fire vehicles engaged in an emergency operation while an application for an emergency services permit is pending. To implement this law, the authority would need to establish a process for ambulances and fire vehicles to apply for emergency services permits and determine the type of documentation required to prove an emergency operation took place. The proposed law would take effect immediately.
