The plan must include metrics for tracking waste reduction and diversion, setting interim targets for goals and actions to achieve zero waste, and publicly reporting on this information. The plan must prioritize durable and reusable materials over single-use materials and set a detailed project timeline for the system to become zero waste by 2033. Each SUNY campus must create a detailed action plan within 180 days of the system-wide plan's issuance, and the board of trustees must monitor the effectiveness and implementation of the program and report annually to the legislature on progress.
