What S 3196 does, verified February 10, 2025

The bill aims to prohibit the retail sale of flavored tobacco products and accessories in the state. The term "characterizing flavor" refers to a distinguishable taste or aroma imparted to a tobacco product, excluding the taste or aroma of tobacco itself. The sale of tobacco products with characterizing flavors is prohibited for any licensed business or individual. Violating this provision may result in a civil fine of up to $500. Complaints can be submitted by anyone, not just law enforcement officials. The bill takes effect 90 days after it becomes a law, and allows for the immediate implementation of necessary rules and regulations.
