What S 3284 does, verified April 22, 2026

The bill aims to amend the General Municipal Law to restrict industrial development agencies from incentivizing projects that involve relocating or abandoning plants, facilities, or personnel within the state. The restriction applies to projects where the relocation or abandonment would result in unemployment or relocation of personnel. However, the restriction is exempt if the agency determines that the project is necessary to prevent the relocation of plants or facilities outside the state or to preserve the competitive position of the project occupant in its respective industry due to physical, zoning, or logistical constraints. The changes take effect immediately.
