The bill aims to protect children under the age of 13 from being arrested, restrained, or otherwise subdued while their parent or guardian is being arrested. When a police officer is present at the scene of an arrest, they must inquire about the presence of any children at the scene. The officer must also collaborate with social work or community organizations to deliver the child to another authorized parent or guardian.
