S 3422: Requires withholding the governor's salary until the legislative passage of the budget occurs.
The bill aims to change the way the governor's salary is paid in New York State. The governor's salary will be withheld until the legislative budget is passed. This means that the governor will not receive their salary until the state legislature has finalized the budget for the upcoming fiscal year. The withheld amount will be paid to the governor as soon as the budget is passed. The bill defines "net payment" as the governor's salary minus certain deductions, such as taxes and retirement contributions. The term "legislative passage of the budget" refers to when the governor's budget proposal has been acted on by both houses of the legislature and the state comptroller has deemed it sufficient for the upcoming fiscal year.
