New York · Senate · 2025–2026 Legislative Session · last verified January 8, 2026

What S 3505 does, verified January 8, 2026

The bill aims to defund municipalities that abolish or significantly reduce their police departments without reconstituting them. This act would withhold state funding from these municipalities, which would be equal to the percentage reduction in their police department budgets. The withholding would be done by the Director of the Division of Budget, who would reassess the municipality's status after a determination that it no longer qualifies as a defunding municipality. The bill would take effect immediately.
