S 3586: Ensures zero-emission school buses and major components thereof are manufactured and assembled within the United States; provides for waivers of zero-emission school bus requirements in certain circumstances.
The bill aims to ensure that zero-emission school buses and major components thereof are manufactured and assembled within the United States. School districts must only purchase or lease new zero-emission school buses, and include requirements in procurement for transportation services that contractors must do the same. The bill also requires that components and parts used or supplied in the performance of a contract must be produced, made, or assembled in the United States. Waivers may be granted if the commissioner determines that the requirements would not be in the public interest or would result in unreasonable costs. The waiver must be made publicly available and can be granted annually, but if no waiver is granted for three consecutive years, the commissioner is no longer required to provide annual determinations. The bill takes effect immediately.
