What S 3646 does, verified January 8, 2026
The bill aims to clarify the definition of a manual worker in New York State. A manual worker is defined as someone whose primary duty is to engage in physical labor. However, certain individuals, such as minor league baseball players, are exempt from this definition due to their contract that specifies their wages, hours, and working conditions. The bill also requires the commissioner to establish regulations and guidelines for determining whether an occupation meets the definition of a manual worker and physical labor.
