What S 3664 does, verified January 8, 2026

The bill aims to provide an exemption from water rate increases for certain elderly individuals in New York City. A "qualified homeowner" is defined as someone who is at least 65 years old, owns a primary residence, and has a household income of less than $50,000 for two consecutive years. This exemption applies to the homeowner's real property, meaning their home, and will be suspended for one year in cases of drought or disaster. The exemption does not preclude the homeowner from receiving other available exemptions or credits. The exemption will take effect on July 1, 2027.
