What S 3700 does, verified January 8, 2026

The bill aims to amend the tax law to require the surcharge imposed on for-hire transportation to be passed along to passengers and separately stated on their receipts. This means that the surcharge will not be considered an additional fee imposed on the person or entity paying for the trip. Regulatory agencies must adjust authorized fares to include the surcharge, and metered fares must be adjusted accordingly. For medallion vehicles, the credit card processing fee must also be separately stated on receipts. The changes take effect immediately.
