S 3705: Relates to limitations on the processing and approval of applications seeking licensure of a licensed home care services agency.
The bill aims to amend the public health law to improve the licensing process for home care services agencies. The Public Health and Health Planning Council will not approve an application for licensure unless it is satisfied with several key factors, including: the public need for the agency, the character, competence, and standing of the applicant, the financial resources of the agency, and other pertinent matters. The bill also removes public need, tax status, and profit-making status as criteria for licensure, ensuring a more fair and unbiased process.
