Notwithstanding any provision of law, rule or regulation to 2 the contrary, the empire state development corporation is authorized to 3 pause, toll or temporarily halt the Columbia University Education Mixed- 4 Use Development Land Use Improvement and Civic Project Modified General 5 Project Plan adopted by the empire state development corporation on 6 December 18, 2008 until such time that the attorney general has reviewed 7 all aspects of the plan for compliance. 8 § 2.
