The bill aims to provide a birth certificate for individuals adopted from foreign countries. When a foreign adoption is finalized or recognized in New York, the adoptive parent or the adoptee must provide proof of residency or adoption in the state, a copy of the adoption documents, and other supporting documents. The birth certificate will include the adoptee's name, sex, date and place of birth, and other relevant information. The bill also allows the adoptee to submit an attorney-certified copy of their foreign birth certificate and adoption decree for processing. The provision is deemed retroactive, allowing adopted individuals to obtain a birth certificate prior to the law's effective date. The law will take effect on the 30th day after it becomes a law.
