What S 3824 does, verified January 8, 2026

The bill aims to prohibit schools from withholding student transcripts if a student fails to pay tuition. No degree-granting institutions, elementary schools, secondary schools, or licensed private career schools can deny a student's transcript if they fail to pay tuition. This change will ensure that students can still access their academic records, even if they are unable to pay tuition fees. The bill takes effect immediately.
