What S 3997 does, verified January 8, 2026
The bill aims to amend the public housing law to make low-income housing more affordable. It proposes to update the income eligibility test for low-income housing, allowing for a 60-125 income percentage instead of the current 40-60 test. This change would make more buildings eligible for low-income housing tax credits. The bill also clarifies the definition of "qualified basis" for eligible low-income buildings, allowing them to be determined under the Internal Revenue Code. The updated law would take effect immediately.
