What S 4021 does, verified January 8, 2026

The state of New York is required to teach a multi-cultural curriculum in all schools, including elementary, junior high, and senior high schools. The curriculum must be set out in rules and regulations to be promulgated by the commissioner. The rules and regulations should consider the cultural composition of each school and allow for research and observation on student body diversity to tailor the education to fit the school. The commissioner must also promulgate a teacher education program to train teachers and educators to teach and interact with students of different cultural and ethnic backgrounds. The multi-cultural curriculum and teacher education program will take effect on the first of September next succeeding the date the bill becomes a law.
