What S 4250 does, verified January 8, 2026

The bill aims to improve road safety for new drivers. It restricts the operation of a motor vehicle by a holder of a class DJ or MJ learner's permit in certain situations. New drivers are not allowed to operate a vehicle with more than one passenger under the age of 21 unless accompanied by a licensed parent, guardian, or a qualified adult. They also cannot operate a vehicle with any front seat occupants other than the supervising driver. Additionally, the bill requires a sign to be displayed on the vehicle when driven by a new driver, indicating that the driver is new. The law also specifies that the learner's permit must be valid for at least six months before the holder can apply for a license. The changes will take effect on the first day of the following September.
