What S 4251 does, verified January 8, 2026

The proposed legislation aims to improve voting accessibility for Haitian Creole-speaking voters in New York State. It requires city boards of elections with over one million residents to provide voting materials and assistance in Haitian Creole, including information on the electoral process, registration or voting notices, and ballot marking devices. These materials must also be available on the board's website. The legislation also mandates that one or more Haitian Creole-speaking interpreters be provided at polling locations in counties with a population of at least five percent Haitian, to assist voters with the explanation of voting processes. This act will take effect 30 days after it becomes a law, allowing for immediate implementation of necessary rules and regulations.
