What S 431 does, verified January 8, 2026

The proposed law aims to clarify and define terms used in the context of correctional facilities. The law proposes to define a "cell" as a room or space where an incarcerated individual sleeps, or a shared space where multiple people can interact without physical barriers. The law also defines "cell confinement" as being in a cell, and "out-of-cell" as being in a shared space outside of a cell, such as a group classroom or library, where people can interact without physical barriers. These definitions aim to improve clarity and understanding of the terms used in the context of correctional facilities, particularly in relation to programming, recreation, and services provided to incarcerated individuals.
