S 4387: Requires consideration as a quantitative factor whether the commodities or services were manufactured or will be performed by a labor union with respect to the awarding of certain procurement contracts.
The bill aims to amend the state finance law to require consideration of union-made commodities and services in the awarding of certain procurement contracts. The "best value" basis for awarding contracts for services will now reflect objective and quantifiable analysis, including factors such as quality, cost, and efficiency. The bill also introduces a quantitative factor for small businesses, certified minority- or women-owned business enterprises, and service-disabled veteran-owned business enterprises. Additionally, the bill identifies whether commodities or services were manufactured by or will be performed by members of a labor organization as a quantitative factor in the evaluation of offers. The amendments will take effect on the thirtieth day after the bill becomes a law.
