What S 4410 does, verified January 9, 2026

The bill aims to amend the Environmental Conservation Law to require deposit initiators to pay a handling fee to dealers or operators of redemption centers. The handling fee is set at four and one-half cents per beverage container. Payment of the fee is for collecting, sorting, and packaging empty containers for transport back to the deposit initiator or its designee. The fee cannot be conditioned on the purchase of goods or services and cannot be made out of the refund value account. The bill also clarifies that a distributor who does not initiate deposits on a type of beverage container is considered a dealer only for the purpose of receiving a handling fee from a deposit initiator. The bill takes effect immediately and expires on December 31, 2027.
