What S 4824 does, verified December 20, 2025

The proposed legislation aims to provide a rebuttable presumption of disability or death related to leptospirosis for paid members of sanitation departments who are drawn from competitive civil service lists and passed a physical examination on entry into the service. This presumption would be presumptive evidence that the condition was incurred in the performance and discharge of duty, unless the contrary is proved by competent evidence. The legislation would apply to the New York City Employees' Retirement System, and it would take effect immediately. The proposed legislation would generally provide a performance of duty disability benefit equal to 75% of final average salary and a performance of duty death benefit equal to a lifetime benefit of 50% of a member's wages earned during their last year of service.
