New York · Senate · 2025–2026 Legislative Session · last verified December 6, 2025

What S 4830 does, verified December 6, 2025

The state of New York is introducing a new law that allows the Thruway Authority to issue annual short distance commuter permits for travel between interchanges in a specific area, including 34-A, 35, 36, 37, 38, and 39. These permits will provide for travel at no charge between interchanges, but may be restricted to peak commuter hours. If the audit shows that issuing permits during peak hours causes a significant loss of revenue, the authority may offer them at a discount. Before making such a decision, the authority must hold a public hearing in the permit area to maximize public participation. The law will take effect 100 days after it becomes a law and will expire on December 31, 2030.
