The bill requires New York State Police vehicles to be equipped with jumper cables to assist in powering disabled vehicles. A state police officer must offer to use the jumper cables when approaching a disabled vehicle. The officer will only place the cables on their vehicle, and the disabled vehicle's operator is responsible for placing the cables on their vehicle and starting the engine. The bill takes effect 180 days after it becomes a law.

  STATE OF NEW YORK ________________________________________________________________________ 486 2025-2026 Regular Sessions  IN SENATE (Prefiled) January 8, 2025 ___________ Introduced by Sen. FERNANDEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to requiring certain state police vehicles to carry and offer use of jumper cables The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The executive law is amended by adding a new section 212-a 2 to read as follows: 3 § 212-a. Required equipment. The superintendent shall require that 4 vehicles operated by the New York state police performing traffic 5 enforcement be equipped with jumper cables to assist in powering the 6 battery of disabled vehicles. A state police officer shall be required 7 to offer use of such jumper cables when approaching a disabled vehicle. 8 The state police officer shall only place the jumper cables on their 9 state police vehicle. The operator of the disabled vehicle shall only 10 place the jumper cables on their disabled vehicle and subsequently start 11 the vehicle. 12 § 2. This act shall take effect on the one hundred eightieth day after 13 it shall have become a law. Effective immediately, the addition, amend- 14 ment and/or repeal of any rule or regulation necessary for the implemen- 15 tation of this act on its effective date are authorized to be made and 16 completed on or before such effective date.
