S 5820: Increases the handling fee paid to dealers or operators of a redemption center for the redemption of empty beverage containers.
The bill aims to amend the Environmental Conservation Law to introduce a handling fee for redeeming empty beverage containers. A deposit initiator must pay a handling fee to a dealer or operator of a redemption center for collecting, sorting, and packaging the containers. The initial fee is set at three and a half cents per container, but it will increase to six cents starting April 1, 2025, and periodically thereafter. The fee will be adjusted based on the minimum wage increase in the federal or state level. The adjustment will be calculated by adding the percentage increase in the minimum wage to the initial fee. The bill also clarifies that distributors who do not initiate deposits on a type of beverage container are considered dealers only for the purpose of receiving the handling fee.
