What S 5964 does, verified January 9, 2026

The bill aims to establish standards for the number of water closets in certain public places, such as arenas, auditoriums, and theaters, where alcoholic beverages are sold and consumed. The standards will be based on the number of people occupying the space, with a minimum requirement of one water closet for men and two for women for every 150 people. For larger spaces, there will be one water closet for every 100-125 square feet of floor area per person. The bill also allows for the provision of urinals in bathrooms in lieu of water closets, but no more than 50% of the required number of sanitary fixtures. The standards will apply to new and altered buildings or spaces, including those that result in a change in occupancy group classification. The bill will take effect 90 days after it becomes a law.
