What S 5967 does, verified January 9, 2026
The state of New York is authorizing the governor to take control of the allocation of materials, services, and facilities during a disaster emergency. The governor can prioritize contracts and orders that promote the health, safety, and general welfare of the state, and allocate materials in a manner deemed necessary. This power cannot be used to control the general distribution of materials in the civilian market unless the governor finds that the material is scarce and critical to the state's health, safety, and general welfare. The governor can also prevent hoarding of designated scarce materials to prevent appreciable hardship.
