What S 6185 does, verified January 9, 2026

The bill requires storage warehouse operators to maintain a separate lock box in each storage unit for customers to store official government documents, such as birth certificates, passports, and visas, at no extra charge. This lock box must be kept separately from other items in the storage unit and the contents cannot be retained or disposed of by the warehouse operator, regardless of non-payment of unit rental fees. Additionally, the documents stored in the lock box cannot be included in the auction of the contents of the storage unit in the event of non-payment of unit rental fees. Refusal to surrender these documents constitutes an unlawful detention of goods. The bill also updates the administrative code of the city of New York to include these requirements.
