What S 6374 does, verified January 10, 2026

The bill aims to amend the Executive Law to redefine "small business" for minority group members and women with respect to state contracts. The definition will consider a business's significant presence in the state, independent ownership, and limited dominance in its field. The business must employ a certain number of persons, based on its industry, but not exceed 500 employees, or 1500 hours worked over 52 weeks. The director may issue regulations to construct the terms of the definition. The amendments will take effect immediately, but the repeal of article 15-a of the Executive Law will remain unaffected.
