The bill aims to withhold the governor's salary until the state budget is passed by the legislature. If the budget is not passed before the start of a fiscal year, the governor's bi-weekly salary payments will be suspended. The payments will resume once the budget is passed, and the amount of the withheld payments will be paid promptly.
