The proposed law aims to provide funding for programs that assist students transitioning from English-speaking countries of the Caribbean in New York State. City school districts with populations over 65,000 inhabitants can apply for grants to support cultural and academic transition programs for immigrant students. These programs will provide additional instruction and support to help students adjust to the New York State education system. The districts must develop a plan to identify recently immigrated students from English-speaking Caribbean countries and outline services to be provided. Preference is given to programs that cater to students with limited or interrupted formal education in their country of origin. The Commissioner will adopt regulations for the implementation of the grant program. The law will take effect on July 1st after it becomes a law.
