The proposed law aims to address the issue of concealment of identity during protests in New York. A person can be guilty of this offense if they wear a mask or facial covering that conceals their identity while participating in a lawful or unlawful assembly, protest, or riot. However, certain exceptions apply, including wearing a mask for protection from the weather, as part of a religious observance or custom, for medical purposes, or as part of a costume in a public parade, holiday, or educational event. If a person fails to meet these exceptions, they can be charged with a violation. The law will take effect immediately.
