Senate BillIntroducedISC

S 6895: Relates to cost sharing requirements for high deductible health plans and health savings accounts.

New York · Senate · 2025–2026 Legislative Session · last verified September 28, 2025

What S 6895 does, verified September 28, 2025

The bill aims to modify the Insurance Law to address high deductible health plans (HDHPs) and health savings accounts (HSAs). With HDHPs offered in conjunction with a health reimbursement account or HSA, cost-sharing requirements will apply to the deductible of the HDHP only after the enrollee has satisfied the minimum deductible required under the Internal Revenue Code. This means that if an HDHP has a deductible that would make the enrollee ineligible for an HSA under the Internal Revenue Code, the cost-sharing requirements will apply only after the minimum deductible has been met. Additionally, preventive care items or services will be exempt from this rule, allowing the cost-sharing requirements to apply regardless of whether the minimum deductible has been satisfied. These modifications will take effect immediately.
