S 716: Relates to the passing of stopped school buses on divided highways; provides that vehicles traveling in the opposite direction of a school bus on such highway shall not have to stop if a physical barrier is present between the different directions of travel.
The bill aims to amend the Vehicle and Traffic Law to address the passing of stopped school buses on divided highways with four or more lanes. A driver must stop before reaching a stopped school bus with a red visual signal on a divided highway with four or more lanes, and not proceed until the school bus resumes motion or is signaled to do so by the driver or a police officer. On divided highways, the requirements do not apply to drivers traveling in the opposite direction. School bus drivers must instruct passengers to cross the highway before discharging them, and keep the bus halted with red signal lights flashing until passengers are at least 15 feet away from the bus and either off the highway or on a sidewalk. The bill takes effect immediately.
