What S 838 does, verified April 24, 2026

The bill aims to create a "dangerous dog owner alert system" in New York. The system requires local governments to maintain a web page listing all residences where dogs are kept within their municipalities. This web page will provide street maps and satellite imagery of the areas and include notifications of block-level convictions for offenses involving dangerous dogs. The system will also require owners to notify local governments of changes in their residence, allowing the system to keep track of owners and their locations. The system will take effect 30 days after it becomes a law.
