S 860: Imposes certain conditions on the approval of a charter school application for the conversion of an existing public school to a charter school.
The proposed law aims to establish a charter school program in New York. A new paragraph has been added to the Education Law, which prohibits the approval of an application to convert an existing public school to a charter school if the school has demonstrated a history of egregious or intentional violations of employee rights under the Civil Service Law. This provision is intended to protect employee rights and prevent interference with employee rights under the Civil Service Law. The law takes effect immediately, allowing applicants to submit applications at a future time if they meet the new requirements.
