What S 949 does, verified June 5, 2026

The bill aims to amend the New York City Charter to modify the service of notice of violations. It allows service of notices for certain environmental violations to be made by certified mail, return receipt requested, to the respondent's last known residence or business address. Delivery of such notice is deemed complete upon mailing unless returned by the postal service for reasons other than refusal of delivery. For closed commercial establishments, a notice of violation can be served by affixing it in a conspicuous place and mailing a copy to the establishment via first class mail. This act takes effect 120 days after it becomes a law.
