The commissary must provide for the distribution of necessary hygiene articles and writing materials to indigent persons incarcerated in the jail. The profits from the commissary fund can be used to purchase supplies and equipment, life skills training, recreation, and education, treatment and programming services, medication, employee salaries and benefits, technology to prevent contraband and ensure jail safety, construction or renovation of a jail facility, and advanced staff training. The sheriff must adopt rules for the operation of the commissary fund.
